If rewritting history is his ambition, the current plans seem a bit slow. The grand military strategy will take 30 years to aquire a similar amount of territory to the one Joseon currently has. I guess Hwan’s expression of “To hell with the north!” seems appropiate, it’s too small an ambition in too long a timeframe.
