That doesn’t make sense. Seong-guk was plenty intelligent and educated in his first life, when he was running Samjeon Electronics in addition to being in peak physical shape. His IQ would be in top form because of the constant stimulus compared to say a salary man working a typical white collar office job or a retail worker.
Besides the obvious criticisms of using IQ tests as a measure of intelligence (when it was originally created and used to help filter and identify children with learning disabilities, not as a general measure of intelligence and the fact that you can study for IQ tests to get higher scores debunks it as a form of measuring general intelligence), IQ tests are calibrated based on age so if anything, the regressed adult age minded Seong-guk should pass the IQ test calibrated for 6 year olds with easily top scores. It should’ve been as easy for him to get a top score from that as an engineer would pass a simple arithmetic test. I think the Chairman’s Wife interfered with the IQ test score. Otherwise, it doesn’t make sense for Seong-guk to score the slightly above average score of 120 points given all that he knows and is intellectually trained for and experienced with.
I don’t think that there’s any reason for any interference…
Also, you’d be surprised how elitist some societies can be. I doubt the test was particularly adjusted for kids. If you checked some of the tests that genius kids are poot through, some would put even adults lightly specializing in them to shame.
That said, IQ tests are not exactly suitable for checking the measure of mental ability, as you said. It being something that can be learned for, it can also be succeeded or failed purely on luck, and the same person having the test day after day, can have wildly different results each time.

Why is his IQ lower? Even if it’s doesn’t go up, it’s shouldn’t go down🤔
I think IQ lowers when you age. But for him, I think it’s because he isn’t always focused on studying.
