Bcuz they based everything off western hospitals that have the same damn problems: unqualified (student, ffs) “doctors” see you first, then they MAY (or not ) get the attending to verify, but the attending went through the same “new school” bullshit medical schooling as any other doctor that graduated after the internet was born so their base knowledge is complete crap (they use a medical “google” like site for most of their answers vs pre internet docs that actually HAD to study and REMEMBER everything). This is where the systematic “right person for the job” aptitude placements that China does REALLY shows its superiority. Capitalism is great for making new drugs and equipment which is why America is top dog in that regard. But, when it comes to getting the right talents where they need to be, capitalism (America) falls flat on its back and is far behind China in surgical techniques and actual doctoring. They mistake freedom for a free for all, aka, “I’ll do what I want, even if I’m barely qualified and have zero knack for it.”

American doctors also most definitely do need to remember their stuff, or they wouldn’t be able to pass the exams.
You also will not see the “student doctors” first when you go to a hospital. A nurse (real nurse!) will see you first. Then, a real, licensed, doctor will see you. If student doctors see you, it will be with your explicit permission after the doctor asks.
And what do you mean with aptitude placements? China also has an intern/residency regimen for their medical schools.
Capitalism is also quite strong at motivating medical professionals to give you the best care. Since capitalism is based on competition in the free market, it encourages different medical offices and hospitals to compete with each other to win over patients. Why would anyone want to go get care from someone known for being bad at their job?
It’s also quite funny how you America capitalist when China, in practice, is also quite capitalist. No, I’m not saying China is a pure capitalist country- but if you remove the CCP’s final say, which is part of what makes CHina a communist country, it is impossible to say China does not have capitalism.
